How to make a QR code for a PDF without a paid subscription
Written for restaurants, teachers, event organisers and businesses creating QR codes for menus, brochures, manuals or event programmes
Short answer
A QR code holds at most about 3 kilobytes of raw binary data, so an actual PDF document never fits inside the squares themselves. Instead, a PDF QR code always encodes a web link pointing to where the PDF is hosted. Skip 'free PDF to QR' websites that upload your file to their server and lock it behind a monthly fee two weeks later: upload the PDF to your own website, Google Drive, iCloud Drive or Dropbox, copy the share link, and turn that link into a permanent static QR code in your browser.

Search for “QR code for PDF” and the top results almost all invite you to “Upload your PDF and download your free QR code”. It feels like the tool converted your PDF into black-and-white squares. It did not.
Under the ISO/IEC 18004 QR Code standard, the largest QR code ever defined (177 × 177 tiny squares) holds 2,953 bytes of binary data, less than three kilobytes. Even a simple one-page restaurant menu or instruction sheet is 100 KB to 5 MB. Every “PDF QR code” on earth is simply a website link QR code pointing to a server where that PDF file sits.
When you let a “free PDF QR” site host that PDF for you, they own the link printed on your menus, brochures or product boxes, and that is how they lock your printed materials behind a $15/month subscription two weeks later. Doing it yourself takes two minutes, costs $0 forever, and keeps the file under your own control.
Step 1: Choose where your PDF should live (4 free options you control)
Pick the hosting option that matches how you plan to update the document later:
| Where you host the PDF | How to replace the PDF later without changing the QR code | Best for |
|---|---|---|
| 1. Your own website (WordPress, Shopify, Squarespace, Cloudflare Pages, S3) | Upload the new file with the exact same filename (for example https://yoursite.com/menu.pdf). | Restaurants, companies, product manuals and wedding websites. Fastest mobile loading in Safari and Chrome. |
| 2. Google Drive | Right-click the existing PDF in Google Drive, click File information > Manage versions > Upload new version. The share link never changes. | Schools, clubs, event flyers and teams without a custom website. |
| 3. Dropbox | Overwrite the file in the same Dropbox folder with the exact same name (menu.pdf). Dropbox keeps the shared link attached to that path. | Freelancers, architects and event packets. |
| 4. iCloud Drive / OneDrive | Share a folder link or file link set to Anyone with the link + View only. (Note: deleting and re-uploading a brand-new file in iCloud creates a new URL, so share a folder if the filename changes.) | Quick family, club or single-event handouts. |
How to make a permanent PDF QR code in four steps
Once your PDF has a clean link, turn it into a print-ready static QR code inside our free QR code generator:
- Upload your PDF to your own website or to Google Drive (setting General access to Anyone with the link, Viewer) and copy the link.
- Open the QR code generator, keep Link selected, and paste the URL into the Web address field.
- Choose Error correction M (15%) for indoor paper or Q (25%) for laminated table menus and outdoor flyers, and keep dark squares on a white background.
- Click Download SVG for print layouts (Canva, InDesign, Illustrator) or Download PNG for Word and Google Docs, then scan-test the code from an incognito phone browser to confirm it opens without asking for a login.
Common mistake to check in step 4: always test the QR code on a second phone that is not signed in to your Google or Dropbox account. Over half of broken Drive QR codes fail simply because the creator left the file permission on Restricted instead of Anyone with the link.
Privacy tip: never put sensitive PDFs behind an open link QR code
A QR code does not authenticate who scans it:
- Anyone who photographs your sign, or guesses/forwards the URL inside it, can download the PDF. Never put unredacted personal phone lists, passport copies, medical forms or private contracts on a public “Anyone with the link” URL.
- If you must share a sensitive PDF, lock the PDF with a strong password before uploading it and send the password over a separate channel.
- Check the images inside your PDF before exporting: high-resolution photos placed into some PDF tools retain their original file size or EXIF headers. Compress large embedded photos first with the in-browser image compressor so your PDF opens in one second over 4G mobile data instead of forcing guests to download a 35 MB file at the dinner table.
Questions
Why can’t a PDF file be stored directly inside a QR code?
Under the ISO/IEC 18004 specification, even the largest possible QR code (Version 40, 177 by 177 squares at lowest error correction) holds a maximum of 2,953 bytes. Even a single-page PDF menu or flyer is typically 80,000 to 2,000,000 bytes.
Why do 'PDF to QR code' websites start charging money after 14 days?
Because a QR code only holds a URL, those websites are actually selling file hosting plus a dynamic redirect link. Once your free trial ends, they block access to your hosted PDF until you pay a monthly subscription.
Can I update the PDF later without reprinting the QR code?
Yes, in two free ways: either host the file on your own website at a fixed URL like yoursite.com/menu.pdf and overwrite that file whenever the menu changes, or use Google Drive’s Manage Versions ('Upload new version') feature, which keeps the exact same sharing URL.
Is a PDF behind a QR code private?
Anyone who scans the QR code or receives the link can open and forward that URL unless the host requires a login or the PDF itself is encrypted with a strong open-password.
How do I put a QR code inside a PDF document?
Generate your QR code in our browser tool, click Download SVG (or 1024 px PNG), and place that file into Word, Google Docs, Pages, Canva, Figma or InDesign before exporting your PDF.
